Scott Gregory, California's geographic information officer, held a Google Hangout presentation Wednesday on the state's plans for a new Geoportal and other initiatives that will enable the public to more readily access California GIS information held by federal, state tribal, city and county agencies. Gregory said that 85 percent of all public-sector data has a geographic component, and while the state has compiled much of the state's geo data, it has not been easily accessible to those who need it.
"GIS is the single most transformative technology that government can engage in," said Gregory, who explained that GIS provides a visual location-based view of data that helps expose trends and patterns not otherwise available. "We want to take data and provide information from that data," Gregory said.
Government, he said, can use this information to become more efficient and effective in answering questions such as how many people live within a flood-plain boundary, or what vegetation is? likeliest to provide fuel to wild fires. And businesses can use it to answer questions related to locating a new facility, or finding where potential customers reside or work. For example, said Gregory, the California Department of Finance has data on population projections, demographics, ethnicity, income, education, etc., which would be useful for businesses seeking to locate in California. "You will be able to embed that info into your own maps," And the public can put the data to use through technology such as mobile apps.
The geo portal -- which will catalog state, city, county, federal, tribal and nonprofit data and operate based on "federated search" -- will launch this January with the goal of enabling government, business and the public to find information within two to three clicks.
The state will also develop high-value data sets that are used often across government, but presently reside in what Gregory called "disparate formats." The state also is looking at building a GIS cloud for state government to share information as a Web service, and building a communication strategy that exploits the latest technology tools.

DAMASCUS, Syria (AP) ? Twin car bombs ripped through a Damascus suburb on Wednesday, killing at least 34 people and leaving dozens critically wounded, according to state media and hospital officials.
The state news agency, SANA, said two cars packed with explosives detonated early in the morning in the eastern Jaramana suburb, a district that is mostly loyal to President Bashar Assad. The area is populated mostly by Christians and Druse, a minority sect.
A series of blasts have struck regime targets in Damascus and elsewhere since last December, raising fears of a rising Islamic militant element among the forces seeking to topple Assad.
Wednesday's car bombs went off in a parking lot located between two commercial buildings. They were detonated within five minutes of one another as groups of laborers and employees were arriving to work.
The blasts shattered windows in nearby buildings, littering the street with glass and debris. Human remains were scattered on the pavement, amid pools of blood.
There were conflicting reports about the death toll, however.
Two hospital officials, speaking on condition of anonymity because they were not authorized to talk to the media, said at least 30 bodies were brought to two nearby hospitals. Activists with the Britain-based Observatory for Human Rights say 29 people were killed. The activist group relies on reports from the ground.
The different tolls could not immediately be reconciled. Syria restricts independent media coverage.
The conflict in Syria started 20 months ago as an uprising against Assad, whose family has ruled the country for four decades. The conflict quickly morphed into a civil war, with rebels taking up arms to fight back against a bloody crackdown by the government. According to activists, some 40,000 people have been killed since March 2011.
Assad blames the revolt on a conspiracy to destroy Syria, saying the uprising is being driven by foreign "terrorists" ? a term the authorities use for the rebels ? and not Syrians seeking change.
Analysts say most of those fighting Assad's regime are ordinary Syrians and soldiers who have defected, disenchanted with the authoritarian government. But increasingly, foreign fighters and those adhering to an extremist Islamist ideology are turning up on the front lines. The rebels try to play down the Islamists' influence for fear of alienating Western support.
There was no immediate claim of responsibility for Wednesday's bombings.
Rebels fighting to topple Assad are predominantly members of the Sunni Muslim majority. In their push to take Damascus, they have frequently targeted state institutions and troops around the country. They have also often hit districts around the capital with the country's minority communities, perceived to be allied with Assad's Alawite sect, an offshoot Shiite group that dominates the regime.
Downtown Damascus ? the seat of Assad's power ? has seen scores of car bombs and mortar attacks, targeting state security institutions and troops, as well as areas with homes of wealthy Syrians, army officers, security officials and other members of the regime.

PRAGUE (Reuters) - Hungarian Jews have asked Russia to return scrolls and valuable religious items looted by Nazis and the Red Army in World War Two and their claim has been backed by the Budapest government.
Some 300 to 400 Torah scrolls and thousands of vestments, crowns and other articles are being held in museums and storage in Russia, said Slomo Koves, executive rabbi of the Unified Hungarian Jewish Congregation.
Seized by Nazi Germany during the war and then by the Red Army in 1945, many of the items had been stored for safety in the Hungarian National Bank during the Holocaust.
Up to 600,000 Jews died at the hands of the Nazis and their allies, according to Budapest's Holocaust Memorial Centre, and Hungary's Jewish community, now numbering around 100,000, still faces anti-Semitism.
On Tuesday, a far-right politician urged the government to draw up list of Jews who posed a "national security risk".
In June, Nobel Peace Prize laureate Elie Wiesel repudiated a Hungarian state award he received after an official from the Hungarian government participated in a ceremony honoring a writer who was a member of Hungary's WW2 far-right parliament.
Koves said he had sent a letter to Russian authorities about the religious artifacts, which are part of a larger body of art and valuables that Hungarian authorities say the Soviets took from the country when the war ended.
"Our request is that if we're not speaking about looted art, at least we can speak about all the pieces that are important to the Jewish community," Koves said.
He had asked for Moscow to allow a delegation to document the items and then work out a process for their return.
Hungarian Foreign Minister Janosz Martonyi has also written to Moscow to say the issue had been "unfortunately dragging on for a long time now" and saying it was "of great national importance for the whole country".
Russia's Foreign Ministry declined immediate comment.
About one tenth of the 6 million Jews who were killed during the Holocaust came from Hungary. Most were deported to death camps after Nazi Germany occupied the country in 1944, often after soldiers seized their possessions.
Historians have documented stories of people who risked their lives or died trying to protect Torah scrolls. Some who ran into burning synagogues or hid them on their person when they were deported to death camps.
SCROLLS IN MUSEUMS
Torah scrolls are at the heart of Jewish worship, and a community needs to obtain them before it builds a synagogue.
Painstakingly copied by hand on parchment, they contain the five books of Moses and are kept in an arch of a synagogue, usually facing east towards Jerusalem. Koves said the ones in question were hundreds of years old and "priceless".
According to a catalogue compiled by the Conference on Jewish Material Claims against Germany, 344 Torah scrolls were turned over by Russia's Special Archive, now part of the Russian State Military Archive, to the State Historical Museum.
The Hungarian group said Russia also holds Torahs in the Nizhny Novgorod Museum. Some scholars say these originated in Hungary while others say they came from Russian synagogues.
"When we speak of Torah scrolls, there is no question that they belong to the Jewish community, and we are all heirs of the survivors," Koves said.
"Today, when we don't have to endanger our lives but just have to bring it to people's attention, this is our first duty as Hungarian Jews." Some 8,000 Jewish Holocaust survivors live in Hungary.

Consequently, I?m toying with an idea that was inspired by the requests of several people. The idea is to have a Writers & Bloggers Workshop. It would be very small. Probably no more than 25 people. I?d share some of my ?trade secrets? in writing books and blogging. And everyone would learn from one another. It would last 2-days and it would be highly practical.
Again, I?m toying with the idea. If it happens, I?m thinking it will be in 2013 or possibly 2014.

Imagine I hand you the keys to an Apple Store.?
It's a big one, a warehouse-like, multiacre affair running floor-to-ceiling with Apple products in tightly packed rows. And it's yours to do with what you want.
Obviously, you'd sell everything. And within an hour, you'd be making money hand over fist. You'd have some costs?staff, bags, whatever?but nothing big. Customers would be lined up out the door. Even if I charged you a $5 fee for every device you sold, it's a spectacular deal.
After a while, though, things start to slow down, almost imperceptibly. You'd need more staff to pull items off shelves farther back in the store or closer to the ceiling. The hectic pace of extracting the right product would invariably lead to spills and clutter. More popular items like iPhone 5s would become harder to get to than things like first-generation iPads. But these are minor distractions.
Eventually, you start to sweat. You've given up your regular job to manage this massive moneymaker. It's taking you more and more time to find the products people want. It's not quite the cash cow it used to be. So I make a deal with you: If you find other Apple warehouses, I'll let you run those for the same fee. You dedicate staff to seeking out new stores, and you find some. But in each, the same problem repeats itself: a burst of high profits until products are harder to find.
Late one evening, the?New York Times?breaks a story revealing that the use of Apple products has been linked to serious, long-term health consequences. The effects are usually tiny, incremental but potentially serious; in very rare cases, they're suddenly fatal. There's some outcry, but the time lag and mental distance between use of the products and the health problems are great enough that most people ignore the link. The government promises to look into the problem, but in the interim, sales barely stumble at all.
But then you face a real problem. Something newer comes along. Better. Cheaper even than your bargain-basement prices, more popular, hipper. One day you're running an Apple Store. The next you are selling BlackBerry. Your customer base rapidly dries up. Customers in India and China are still eager to buy, but finding and shipping the products across the ocean proves harder than it looks.
You used to be the luckiest person in the world, blessed with the sweetest deal imaginable. Now, you run a string of stores in vacant malls with plummeting margins, unpopular products, and the looming specter that every BlackBerry you sell is the last nail in some poor fool's coffin.
You run, in short, a coal company. It is possible that there is a magic spell somewhere out in the world that can reverse the fortune of the coal industry. But the way things are going, that spell is buried deep underground where it's just far too expensive to get to. The American coal industry has key life-support mechanisms beeping by its bedside, but it's doomed.
That's difficult to deal with, particularly if you're the owner of a coal company. It's hard to deal with if you're a coal miner or live in a coal community. Coal has been so successful for so long, its halo of economic benefit so wide, that affection for coal is in some places religious. At tourist shops in West Virginia you can buy statuettes carved from coal, including crucifixes. Coal mines were once portals into the middle class. In the future they won't be.
The Apple Store analogy is the birth and decline of the coal industry in brief.
The good products are harder and more expensive to get to. After decades of extraction, rich seams of high-quality coal that run near the surface?have been exhausted. The Department of Energy's Energy Information Administration suggests that the United States?has enough coal reserves to last 239 years. In a breezy aside, it notes that "advancements in mining technologies have tended to compensate" for difficulties in extraction. "Mountaintop removal" mining is one such advancement. Coal companies simply blow apart the tops of hills instead of digging mine shafts, saving time and expense. (This haphazard process has?polluted more than one-fifth of streams in southern West Virginia.)
Other coal companies have turned to lower-quality coal, like?high-sulfur coal from Illinois, because the economic advantage of easy access to high-quality coal has vanished. Digging deeper and longer for higher-quality coal is not much cheaper than easily digging up lower-quality coal and running it through better "scrubbers," devices that remove the sulfur from emissions. Remember those scrubbers. We'll come back to them.

Two months after Elizabeth Taylor's death in March 2011, Lifetime announced at their upfront presentation that they would be producing a movie based on the star's tumultuous relationship with Richard Burton.
In April 2012, it was announced that Lindsay Lohan, in dire need of a comeback project, had beaten out the likes of Megan Fox to win the lead role.

One car crash, a paramedics hotel room visit, an?insurance world record?and one union probe?later, the final product of this particular object of Hollywood fascination is very nearly upon us.
In anticipation of its Sunday night premiere, here is a sampling of what critics are saying about "Liz & Dick."

In his review, THR's Tim Goodman says "don't miss 'Liz & Dick,'" but only because it "is spectacularly bad" and a "classic of unintentional hilarity." Goodman says the star is "woeful as Taylor from start to finish."
"At one point, Lohan has to shout, 'I won?t live without you!' and then run down a hall. It?s like a high school play," Goodman writes.
"By the time Lohan is playing mid-?80s Taylor and it looks like a lost 'Saturday Night Live' skit, your body may be cramped by convulsions," he says, then suggests the movie was made for drinking games.
Alessandra Stanley echoes Goodman's observation?in The New York Times: "There are moments in 'Liz & Dick' when Lindsay Lohan looks a lot like Elizabeth Taylor," Stanley writes. "There are others in which she looks like Elizabeth Taylor doing a 'Saturday Night Live' impersonation of Lindsay Lohan."
Stanley nevertheless says the actress isn't "ridiculous" in the role, ?but that "she is oddly passive, sleepwalking through scenes that call for passion and caprice."
Entertainment Weekly's Ken Tucker was similarly underwhelmed, giving "Liz & Dick" a C- rating and describing it variously as "very peculiar," "dinky" and "tin-eared." About the star's performance, Tucker says that a "wall goes up between the actress and us. Is it years of ducking tabloid photographers that have frozen her face into a blank stare?"
REVIEW: Liz & Dick
Instead of the real Taylor's "high-register, girlish" voice -- what the Times' Stanley calls "candied" -- Tucker says Lohan provides line readings in "the raspy rattle familiar to anyone who has seen [her] on TMZ."
"No effort seems to have gone into Lohan's preparation other than tinting her eyes Liz-violet," he writes.
Salon's Willa Paskin?disagrees with Goodman, saying "there is nothing 'unintentional'" about the hilarious awfulness of the movie, pointing out that by its very "Lifetime movie" nature, the film is meant to be a subpar slice of overcooked melodrama.
Paskin says the framing device in which the two stars sit in director's chairs talking directly to the camera actually serves Lohan well: "The destruction Lohan has wreaked on her own voice -- it?s the come-hither, smoky growl of an equally jaded, but much older woman -- works perfectly here. And with no blocking or costumes or screeching to worry about, she?s almost decent," Paskin writes.
Maureen Ryan of Huffpost TV offers her review in bulleted format, offering a list of things a Taylor-Burton biopic should do: "1. It should establish Burton and Taylor as charismatic, complex people. ?2. It should make the electricity of their relationship apparent. ?3. It should be a treat for the eyes." Needless to say, "Liz & Dick" "does absolutely none of these things."
"Exploitation really is the name of the game here," Ryan writes, noting that "the whole point of casting Lohan was to draft off her status as a formerly promising actress who some time ago became a tabloid fodder thanks to her career-destroying antics." The movie is "badly paced, cheap-looking and encrusted with a tinkly, preposterous soundtrack that is designed to make viewers go insane," Ryan writes.

Ryan also offers rules for Goodman's aforementioned drinking game: "Take a drink every time you think a set looks cheesy; take a drink every time you think of better casting for the leads; take a drink every time you think you've spotted Bowler wondering if his check cleared; take a drink every time you spot Creed from 'The Office,' because WTF?"
TV Guide's Matt Roush asks in his review, "What unbecomes a legend most?" before nominating "Liz & Dick" for the "TV Turkey Hall of Fame." It's "an epic of stunningly cynical and pathetic miscasting, a TV movie so laughably inept it doesn't deserve to be on a first-name basis with anything resembling humanity," he writes.
On a more promising note, Linda Stasi of the New York Post gives the movie three stars out of four, saying Lohan "is so often believable you might think you're seeing the real thing."
"There are so many things in this movie that are just so damned juicy," Stasi notes," that it is sure is [sic] more fun to watch than the exploits of today's orchestrated star pairings."

And Variety's Brian Lowry says the movie has "secret weapon" in Grant Bowler, who "classes up the movie in much the way Burton's classically trained Shakespearean actor played off Taylor's lifelong movie star."
The famous couple "engage in epic fights, spend money like drunken sailors, take refuge from the prying press by living on a yacht, and struggle through Burton's bouts of melancholy over failing to win Oscars," Lowry writes of a movie that may be "wobbly" at points, but that "ulimately stands on its own."
"Liz & Dick"?premieres on Lifetime on Sunday, Nov. 25 at 9 p.m.

Secondly, networking face to face. This is also something women are very good at, making it highly effective and excellent value for money. ?
Lastly, PR and media relations. It?s a fraction of the cost of other methods and, let?s face it, social media is PR. Getting good coverage online and in magazines is worth so much and helps publishers provide good content.
TNW: redheadPR is the third PR agency that you have built. What aspects of running a business have you kept the same throughout all three companies, and what have you done differently through experience?
ST:
I am much calmer now. I went through boom, bust, boom and now bust again. I wouldn?t be where I am now if I hadn?t kept pushing the boundaries and moving the goal posts.?
Every experience I have had has given me the opportunity to be the best consultant, to train great staff and run a very successful business of my own. I have worked hard and in return have been privileged to work with, meet and be friends with some of the most awesome people on this planet.?
TNW: You have worked a lot with sustainability and green PR. Do you believe that entrepreneurs have a heightened responsibility for the future of the planet? Which environmental issues would you most like to see tackled by entrepreneurs in the next ten years?
ST: Yes, entrepreneurs do, because they need to be frugal and stay frugal. They started the social enterprise movement, where the profits go to good causes. Belu is a good example.
I think the alleviation of poverty and human rights problems through natural economic growth and movement is inextricably linked to environmentalism. The people of the Amazon are good examples.
As for environmental issues, I can?t stand waste.? We don?t waste anything at redheadPR - we reuse every envelope and elastic band. We minimise travel and use technology as much as possible to make our work sustainable.?
TNW: Tell our readers about your experience working with Body Shop and specifically Anita Roddick. What did you learn from working with such a hero??
ST:
Anita was amazing; kind, different, loud, quiet, a maverick. She used all the styles and techniques to do things differently. You needed stamina to work with Anita.
If you weren?t one step ahead you would get left behind. You had to be interested in changing things. You needed to be questioning and not frightened to do things differently. You needed to be able to speak out and not be scared. She stood up for the vulnerable and those who were not listened to. Sometimes we were criticised, but in the end Anita was right. If she was alive now she would still be banging on about animal, human and environmental rights and people would still listening because we have a long way to go to improve things. At least now people are starting to get it. It?s not fringe anymore. Anita also loved skin care and women ? and I loved that about her. She was also a great story teller so we had some fantastic evenings.
TNW: You worked on the Ken Saro Wiwa?campaign for The Body Shop. What an amazing and humbling experience that must have been. Can you tell our readers a little about it?
ST: We were thrust into a story and an issue that was global and of the highest level. The story was about the potential abuse of people in a beautiful and richly resourced area of our planet. We campaigned very hard beyond our day jobs, sleeping in the office at The Body Shop or working out of Glenys Kinnock?s office in Strasburg.
We had an audience with Boutros Boutros Ghali, the then Secretary General of the United Nations. That was probably my biggest PR moment ever as these audiences are rarely granted.?
I also worked with Gavin Grant, now CE of the RSPCA. He was an amazing role model.

RENTON, Wash. (AP) ? Seattle Seahawks coach Pete Carroll expects to have his starting cornerbacks available this Sunday in Chicago.
After that is anyone's guess.
Carroll said Monday he plans on Richard Sherman and Brandon Browner playing this week against the Bears, despite the possibility they could be facing four-game suspensions for violating the NFL's policy on performance-enhancing drugs.
Carroll didn't say much regarding the duo at his regularly scheduled media availability, trying not to violate league rules. But his belief is that Sherman and Browner will be able to play in potentially Seattle's most important game of the season.
"As of right now, I'm planning on those guys playing," Carroll said.
ESPN.com first reported Sunday afternoon, following the Seahawks' 24-21 loss at Miami, that Browner and Sherman are facing suspensions and are in the process of appealing. The team said Sunday night it was aware of the report and according to the league's collective bargaining agreement, players can continue to play until the appeal is heard and settled.
The team is limited in what it can say regarding the possible suspensions and Carroll eventually said he wouldn't comment further until there is some resolution.
"Because it's so important we do this properly I'm not going to comment on anything about it. That's the best way to do this because these are league issues," Carroll said. "At this point I'm going to keep it there and hope you can respect that this is the way we have to do that, and we can talk about it later on."
In a phone interview with Seattle reporters after Carroll's press conference finished, Browner's agent Peter Schaffer said that his client only received notice of the failed test last week.
"Brandon Browner has no knowledge of how any illegal substance could have gotten into his system," Schaffer said. "He is an outstanding person and a very good football player. He takes tremendous care of his body and he is very careful with what he puts into it. We're exploring all avenues to try and figure out how any substance out of the ordinary would be in his system."
Schaffer added that the league typically schedules appeals within 20 days of the notice being received, depending on circumstances. He did not provide specifics on when Browner's appeal would take place.
"It's too early to tell what we're going to need, what witnesses and evidence and experts are going to be required, so there is no way to even guess at this point," he said.
Sherman, an active participant in social media, posted on his Twitter account late Sunday night after arriving back in the Northwest, "This ... issue will be resolved soon and the truth will come out. Not worried."
If Browner and Sherman are found guilty of violating the league's policy, they would be the fourth and fifth Seahawks players in the last calendar year to be violators. Guard John Moffitt was suspended four games late last season. Reserve offensive lineman Allen Barbre was suspended for the first four games of this season before being released by the team once his suspension was up. And just last week, rookie safety Winston Guy was handed a four-game suspension after taking an over-the-counter product that had a banned substance in the ingredients, according to his agent.
None of those suspensions could have the impact of Browner and Sherman, and it could not come at a much worse time with the Seahawks trying to hold on to the final wild-card spot in the NFC. The Seahawks (6-5) are tied with Tampa Bay and Minnesota, but hold the tiebreakers.
Seattle's defense is predicated on the ability of its cornerbacks to play man coverage and lock up receivers. Sherman and Browner allow strong safety Kam Chancellor to play closer to the line of scrimmage in run support and give free safety Earl Thomas the chance to roam the secondary with his speed.
If the duo does miss time, Seattle would turn to veteran Marcus Trufant and a trio of youngsters ? Walter Thurmond, Byron Maxwell and Jeremy Lane ? to fill the spots. Trufant was a starter until getting injured during the 2011 season, while Seattle has hoped Thurmond would develop into a key contributor, but he has been slowed by injuries. Thurmond has yet to be active for a game this season after starting the year on the physically unable to perform list.
"They've been special in their effectiveness and a lot of it has to do with the way we ask them to play. It suits them very well. It fits. They've been a big factor for us. "We still try and tailor our expectation of our play to the athlete and what he can do and what they're capable of doing, and we've always looked at it that way. HONG KONG (Reuters) - When Gary Lai first came down with the skin disease psoriasis, he got so tired of the stigma he faced in the outside world that he would lock himself away in his apartment whenever he didn't have to be at work.
"When you have to apply ointment all over your body, it is impractical. It also has a smell and when you go to work, your colleagues will start asking questions," said Lai, who was 24 when he was diagnosed.
Now Lai, 41, and other Hong Kong residents suffering from psoriasis - a lifelong autoimmune disease that covers the skin in red, scaly plaques - have joined hands to press the government to help subsidize their high treatment costs.
Affecting up to two percent of the population in Asia, or 125 million people worldwide, this disfiguring disease can take a higher physical and mental toll on patients than cancer and heart disease, past surveys have found.
"During all that time, I experienced great stress and prejudice. In the subway, people around me will stare at me and they think I may infect them," said Lai, a data analyst. "I can tell from their eyes even if they don't say anything."
In psoriasis patients, skin cells grow too fast and rapidly pile up, forming red and inflamed scales or plaques on the skin. While cell reproduction in normal skin takes 28 days, that process in psoriasis patients takes only four days.
The exact cause of psoriasis remains unknown although experts believe it is linked to the immune system where a class of fighter cells attack the body's own healthy skin cells by mistake. They cite a combination of risk factors, including genetic predisposition and environmental factors.
Dermatologist Yeung Chi-keung said first-line treatments such as creams, exposure to ultraviolet light and oral drugs tend not to work for about 10 percent of patients, who will then require second-line drugs, which are injected.
These injectable drugs now cost an average of HK$10,000 (US$1,282) a month and getting on Hong Kong's general list will mean patients need only pay a nominal administrative fee of $10.
"In the last month, we (dermatologists in Hong Kong) proposed to the government to consider subsidizing these drugs," said Yeung, who is honorary clinical associate professor of dermatology at the University of Hong Kong's department of medicine.
A spokesman for the Hospital Authority, the body that oversees all public hospitals in Hong Kong, said it would have to make a detailed study before deciding if it will subsidize the treatment of such patients.
"The review process would take into account scientific evidence on safety, efficacy and cost-effectiveness as well as actual clinical experience in the use of drugs. Views of professionals and patient groups will also be considered," the spokesman added.
For the patients who wait and hope, the stress never goes away.
"When I go to the pool, other swimmers think it is contagious and that I will pollute the water, so they complain to the lifeguard to get rid of me," Lai said. "We hope the government will put these drugs on their general (subsidized) list."

BRASILIA (Reuters) - Brazilian President Dilma Rousseff, moving quickly to nip a new scandal in the bud, ordered the dismissal on Saturday of government officials allegedly involved in a bribery ring, including the country's deputy attorney general.
Federal police raided government offices in Brasilia and Sao Paulo on Friday and arrested six people for running an influence peddling ring that sold government approvals to businessmen in return for bribes.
Among those under investigation are the former personal secretary of ex-president Luiz Inacio Lula da Silva, Rosemary de Noronha, who has headed the regional office of the presidency in Sao Paulo since 2005.
The bribery scandal erupted on the heels of Brazil's biggest political corruption trial that sentenced some of Lula's closest aides to prison terms for buying support in Congress for his minority Workers' Party government after taking office in 2003.
Rousseff, Lula's chosen successor, was not affected by the vote-buying scandal and she has built on his popularity by gaining a reputation for not tolerating corruption. But the ruling Workers' Party was rocked by the scandal which tarnished Lula's legacy even though he was not implicated.
The new corruption case could further hurt the standing of Lula, who remains Brazil's most influential politician.
Friday's arrests included two brothers who were recommended for positions in the federal government by Lula's former secretary, Noronha: Paulo Rodrigues Vieira, director of the National Water Agency and Rubens Carlos Vieira, director for airport infrastructure at Brazil's Civil Aviation Agency.
Police accused the brothers of recruiting second-tier government employees who would be open to bribery, while a third brother also under arrest, Marcelo Rodrigues Vieira, contacted businessmen willing to pay for false or speeded-up approvals.
Police have been investigating the bribery ring since 2010 when an official in the government accounting office who was offered $150,000 for a favorable report got cold feet, returned the money he had been paid and blew the whistle.
Early on Friday, police seized computers and data from the Brasilia office of Deputy Attorney General Jose Weber de Holanda Alves, who has been dismissed and is under investigation along with a dozen other people, including a former senator.
"By presidential decision, all the government employees under investigation by the Federal Police will be dismissed or fired from their positions," a statement form Rousseff's office said. She ordered all agencies mentioned in the police probe to open internal investigations.
Police are investigating possible bribery cases at several other federal agencies, including the Ministry of Education.
While Noronha served as chief of staff of the president's regional office in Sao Paulo, Rousseff had inherited her as a Lula appointee.
Veja news magazine reported that Noronha, who was very close to Lula and traveled with him abroad when he was president, received bribes for influence peddling that included a luxury cruise trip and plastic surgery.

You can also move the image within the browser window by clicking and dragging.

I will be quick to say that the new site is a vast and welcome improvement over their old one, and the images are large and well reproduced, but this kind of nonsensical legal paranoia mars the experience and makes the museum look small minded and disrespectful of their visitors.

LONDON (Reuters) - The Beatles audition tape rejected by a record label executive in arguably the biggest blunder in pop history has resurfaced and will go on sale at a London auction next week.
Ted Owen of The Fame Bureau, an auction house specializing in pop memorabilia, said the 10-song tape was recorded on New Year's Day, 1962, at label Decca's studios in north London.
Paul McCartney, John Lennon, George Harrison and Pete Best - who would later be replaced on drums by Ringo Starr - performed up to 15 songs at the session, 10 of which appear on the tape to be sold on November 27.
The band members had been driven from Liverpool to London the night before, and, despite getting lost on the way managed to get to the studios in time for the infamous session paid for by their manager Brian Epstein.
Decca's senior A&R (artists and repertoire) representative Dick Rowe, who later became known as "the man who turned down the Beatles", decided against signing them in favor of Brian Poole & The Tremeloes who also auditioned that day.
"Guitar groups are on their way out, Mr. Epstein," he is widely quoted as saying.
Rowe did, however, sign the Rolling Stones, who went on to become one of the biggest acts in British rock, and experts dispute whether it was him or a more junior colleague who passed the Beatles over.
There are bootleg versions of the session in existence, but the "safety master", or back-up tape, on offer at auction is unique, Owen said.
"The most important thing about this is the quality," he told Reuters. "There are bootlegs out there, horrible bootlegs -- some are at the wrong speed, others are crackily and taken from a cassette off an acetate (disc).
"This quality we have never heard."
Despite its rarity, the tape has been estimated to fetch 18-20,000 pounds ($29-32,000), which Owen said had been set by the owner and was a "sensible" starting point.
He added that only a handful of collectors were likely to bid for the piece of pop history, and, given that the Beatles own the copyright through their company, a commercial record release based on the tape was extremely unlikely.
Marked as the "Silver Beatles", which the "Fab Four" were briefly called, the tape comes with a hand-written track list and black-and-white photograph of the musicians posing in leather jackets that would be been used for the record sleeve.
Also on offer at the Popular Culture auction is a guitar used by Jimi Hendrix to play the bulk of his breakthrough set at the Monterey festival in California in 1967. The black Fender Stratocaster is expected to fetch 120-180,000 pounds.
