CHICAGO ? A complaint sent to the Federal Election Commission by the former wife of Senator Mark Steven Kirk of Illinois claimed Mr. Kirk may have violated campaign finance law during a 2010 race to fill President Obama?s former Senate seat.

Kimberly Vertolli, a lawyer who received $40,000 from the campaign, filed the complaint about her former husband in November 2011, according to The Chicago Tribune, which first reported the allegation on Tuesday.

It accused Mr. Kirk, 52, of improperly hiding fees and expenses to his then-girlfriend, Dodie McCracken, for her work during the race by funneling it through another company working for the campaign, the newspaper reported.

While federal law allows candidates to hire friends and family to work on campaigns, they are required to disclose the individuals to whom they give money. Judith Ingram, a spokeswoman for the commission, confirmed that the complaint had been received, but declined to comment, citing a confidential review process.

Ms. McCracken, who works in public relations, said The Patterson Group, a local advertising firm that received $1.85 million from Mr. Kirk?s campaign, paid her more than $143,000 for consulting and expenses from August 2009 to August 2010, according to The Tribune.

Mr. Kirk?s office has dismissed the complaint, saying the campaign did nothing wrong.

?While Senator Kirk and Ms. Vertolli divorced amicably three years ago and she actively supported Mr. Kirk?s 2010 Senate campaign, Ms. Vertolli has since filed a baseless complaint consisting of bitter personal attacks and is attempting to involve a federal agency in a divorce settled 36 months ago,? a spokeswoman for Mr. Kirk said in a written statement. ?We responded to the F.E.C. on Dec. 31, 2011, and are confident that the commission will dismiss the complaint.?

Mr. Kirk, a Republican, served five terms in Congress before winning the Senate seat in 2010. He has not held any public appearances since having a major stroke in January, which has affected the use of his left arm and leg.

Mr. Kirk would not have to run for re-election until 2016.

GOP ties Obama to NH student debt, ignores origins

CONCORD, N.H. (AP) ? New Hampshire isn't just first in the nation when it comes to hosting presidential primaries. It also ranks first in student-loan debt, and now the winner of the state's Republican presidential primary is seizing on that fact to argue that President Barack Obama has let down students.

Coinciding with Vice President Joe Biden's visit last week to Keene State College, the Republican Party released a web ad juxtaposing video of New Hampshire college students describing their staggering debt with what it characterized as Obama's failed promises to deliver relief. But the truth is far more complicated, and at least one of the students featured in the ad was not happy to learn that his comments were used to further an argument he rejects.

"Considering I am not a supporter of Mitt Romney, this is not exactly sitting well with me," said Matt Raso, who just finished his sophomore year at Southern New Hampshire University. The 19-year-old from Warwick, R.I., expects to graduate with roughly $80,000 in debt and said he doesn't hold Obama or the federal government responsible for any of it.

"They can't really control too much of what each school does," he said.

The ad was later removed after the television station that interviewed Raso objected to the use of its copyrighted material. But Romney's campaign stood by its assertion and plans to make the same argument in other battleground states, spokesman Ryan Williams said.

"We're highlighting the fact that the president has not been able to help students deal with this crushing debt," he said.

U.S. seniors who graduated with student loans in 2010 owed an average of $25,250, up 5 percent from the previous year, according to the Institute for College Access and Success, an education advocacy group that compiles data reported by colleges and universities. New Hampshire's average was just above $31,000, the highest in the nation.

In neighboring Massachusetts, which now ranks 12th, the average debt carried by college graduates increased by nearly 25 percent when Romney was governor from 2004 to 2007.

And while Romney's campaign and the Republican Party have seized on New Hampshire's ranking, "this is not a new issue," said Pauline Abernathy, vice president of the education advocacy group. Its annual rankings date to 2005, and New Hampshire has been in the top five each year for a variety of reasons, many of which have nothing to do with the president or the federal government.

One significant factor is the state's mix of colleges and universities.

The percentage of New Hampshire students who attend private schools is higher than the national average, 40 percent compared to 29 percent nationally. Private schools generally are more expensive than public schools, and New Hampshire's private schools tend to be more expensive than its own public schools as well as private schools in other states.

New Hampshire's public colleges and universities also are more expensive than other state schools, which is illustrated by another ranking that likely contributes heavily to the state's high debt level: New Hampshire is last in per capita state support for public higher education.

That's according to the annual Grapevine study by the Center for the Study of Education Policy at Illinois State University, which found overall state support for higher education declined nearly 8 percent nationwide last year. While nearly every state cut its funding for higher education last year, New Hampshire's decline was the steepest: the Legislature cut funding to the university system by 48 percent.

That's not to say federal policies have no impact. Abernathy said the debt figures would be higher had federal spending on Pell Grants to low-income students not roughly doubled in 2009-2010 school year, compared to two years earlier.

Obama not only accomplished that, but won approval for a college tax credit worth up to $10,000 over four years and wants Congress to reduce federal aid to colleges that go too far in raising tuition, said Holly Shulman, the Obama campaign's New Hampshire spokeswoman. Romney, meanwhile, supported the House-passed budget, which would cut funding for Pell Grants.

Obama, Romney and lawmakers of both parties say they want to protect college students from a sharp increase in interest rates on federal subsidized loans. But proposals to keep the rates from doubling on July 1 have become stuck in election-year wrangling over how to pay for the $6 billion cost.

Though Biden didn't talk about student loans in New Hampshire, he and Obama have been traveling to college campuses in key battleground states in recent months to talk up the issue.

In Colorado, where Obama has visited three campuses in the past year, the conservative group Compass Colorado has countered his speeches about student loans with a radio ad in which an actor portraying a recent college graduate refuses to attend an Obama rally on campus because she blames the president for her student loan debt and her joblessness.

Raso, the Southern New Hampshire University student, said he likely will vote for Obama in November, though he does worry about getting a job in his chosen field ? graphic design ? when he graduates.

"This summer, I've applied at over 30 places and only gotten one interview," he said. "It is kind of worrying me."

As Edwards jury deliberates, how long is too long?

GREENSBORO, N.C. (AP) ? With the jury at the John Edwards trial set to begin deliberations for a seventh day on Tuesday, speculation grows that the 12 people charged with deciding the fate of the former presidential candidate may be deadlocked.

Edwards faces six felony charges in a case involving nearly $1 million provided by two wealthy political donors to help hide the Democrat's pregnant mistress as he sought the White House in 2008.

To determine Edwards' guilt or innocence, the jury must sift through notes from 17 days of testimony and review about 500 trial exhibits, many of them voluminous phone and financial records. They must not only determine whether the candidate knew about the secret payments, which he has denied, but whether he realized he was violating federal law by allowing them.

That requires the jury to navigate a web of laws so complicated that even campaign finance experts disagree on whether the money used in the cover-up qualify as political contributions, which were then limited to $2,300 per person. Although U.S. District Court Judge Catherine C. Eagles said the issue appeared straightforward to her, the jury instructions took nearly an hour to read and left many on the jury looking dazed.

"This is a pretty complex chore," said Kieran J. Shanahan, a former federal prosecutor turned defense attorney who has attended nearly every day of the trial. "There's a lot to digest and come to an agreement on. One full week of deliberations is nothing to hit the panic button on. But if it goes another week, that indicates the likelihood of a split verdict or hung jury."

Federal law defines campaign contributions as money given with the intent of influencing the outcome of an election. But neither of the donors who gave the money testified about their thinking on the issue.

Rachel "Bunny" Mellon, a 101-year-old heiress, was deemed too frail to travel to court. Those involved in the scheme said she had no idea much of the $725,000 she funneled to an Edwards aide for a "personal expense" was being spent on concealing an extramarital affair.

Fred Baron, a wealthy Texas lawyer who served as Edwards' campaign finance chairman, paid for flights on private jets, luxury hotel rooms and a $20,000 rental mansion in California. He died of bone cancer in late 2008.

Edwards, a former trial lawyer, decided not to take the stand in his own defense. His mistress, Rielle Hunter, was not called to testify.

The jurors deliberate in a windowless conference room, their privacy protected by U.S. Marshals. Their lunch is catered inside.

The group of eight men and four women mostly come from middle-class backgrounds, including a retired fireman, a special education teacher, a plumber, a retired railroad engineer and two mechanics. There are also jurors with strong financial acumen, including a corporate vice president and a retired accountant.

High-profile juries that acquitted a defendant usually did so quickly.

It took less than a day last year for Florida jurors to find Casey Anthony not guilty of first-degree murder in the death of her 2-year-old daughter Caylee. That was after 33 days of testimony, 400 pieces of evidence and 90 witnesses.

The jury that acquitted football star O.J. Simpson of his former wife, Nicole, and her friend Ronald Goldman, made their decision in less than four hours.

And while it is true deliberations lasting several days or even weeks often end in deadlocks, there are examples where juries took a long time to return a guilty verdict.

The jury at the first trial of former Illinois Gov. Rod Blagojevich deliberated 14 days before a mistrial was declared on 23 corruption counts, though they did convict him on one count of making false statements.

Undeterred, federal prosecutors tried Blagojevich again. During his second trial, it took jurors 10 days to convict him on 17 counts of corruption.

The judge at Edwards' trial abruptly closed the courtroom Friday to talk to attorneys about an issue with a juror. She reopened the courtroom after 35 minutes, giving the public no details about what the problem was before sending everyone home for the long holiday weekend.

The jury's behavior drew attention Thursday when the four alternates all wore canary-yellow shirts. On Friday, they all wore bright red shirts, as did two of the 12 jurors deliberating the case.

One of the alternates, a young woman, has also frequently exchanged smiles with Edwards and nodded enthusiastically during closing arguments last week as the former presidential candidate's lawyer urged them to find his client not guilty.

Eagles can dismiss an alternate juror without affecting the trial. But if she dismisses one of the 12 deliberating the case and an alternate takes over, the discussions would have to start all over.

The judge said she would start court early Tuesday to talk about the issue further.

Steve Friedland, a former federal prosecutor and professor at Elon University School of Law, said those waiting for resolution should remain patient.

"Jury verdicts are not always like fast food, delivered neatly wrapped in short order," he said. "Instead, verdicts are sometimes like a fine meal that takes a long time to prepare. That is what is occurring in the Edwards case, and the result may be all the better for it."

Since that day, crude (still in the ground) has only topped $100.00 per barrel about 50 days, the rest of the time it has been around the $95.42 price that it was on 02/17/2011. On 5/15/2011 a barrel of crude in the ground closed at $94.78, gas $3.899. On 5/17/2012, exactly one year later, crude in the ground closed at $92.81 and gas was $3.749; 5/18/2012 it was $92.56, gas $3.699; 5/19/2012 it closed at $92.48, gas was $3.649; 5/20/2012, $91.48, ?but gas was still $3.679.?

On 5/22/2012 crude was $92.57 but gas jumped up to $3.899, WHY??On 5/23/2012 the crude was still only $89.90, gas still $3.899.

We the citizens of the USA must demand that crude oil be taken off of the stock market and re-regulated. Gas for our auto's must be affordable to all Americans. Gasoline at the pump should cost no more today than $2.50 or less per gallon per the cost of crude in the ground.?

Adm. McRaven's campaign to win over Washington tougher than Osama bin Laden raid

TAMPA, Fla. ? ?The commander in charge of the raid to kill Osama bin Laden is defending his proposal that would give him more authority to send special operations forces overseas to address problems like terrorism or sudden Arab Spring-style unrest.

At a rare press conference during a weeklong meeting of international special operations forces, Adm. Bill McRaven said the plan would also trim some of the limits on where and how special operations troops work. But those troops would still answer to U.S. commanders overseas, not him, and missions would be coordinated with and approved by the U.S. ambassadors, he said.

"I really do need to clear this up because there is some speculation out there, some sensationalization," McRaven said. He said his plan was "absolutely not about U.S. Special Operations Command running global special operations."

McRaven has been shuttling to sell his plan between the Pentagon and Capitol Hill, working to dispel suggestions of a power grab by the bin Laden raid commander.

"I worry about speed making it too easy to employ force," a former Joint Chiefs chairman, retired Gen. Peter Pace, said of McRaven's ideas last month in Washington. "I worry about speed making it too easy to take the easy answer ? let's go whack them with special operations ? as opposed to perhaps a more laborious answer for perhaps a better long-term solution."

But McRaven got a boost from Secretary of State Hillary Rodham Clinton, who appeared earlier in the week with McRaven, a tacit message that she backs his proposal.

"We need special operations forces who are as comfortable drinking tea with tribal leaders as raiding a terrorist compound," Clinton said. "We also need diplomats and development experts who understand modern warfare and are up to the job of being your partners."

McRaven's plan, first reported by The Associated Press in January, is to send special operations forces to work with local forces ? something they are already doing, but in smaller numbers as they've been tied up in Iraq and Afghanistan. The continuous interaction means the U.S. and local officers forge ties, build the local force's skills and jointly track local threats that might include terrorists or drug traffickers.

"The only way you can neutralize terrorist action is ... integrating our intelligence and working together," said Colombian Brig. Gen. Juan Pablo Rodriguez Barragan. He noted successful joint U.S.-Colombian operations against the Revolutionary Armed Forces of Colombia, or FARC, rebel group.

Barragan was one of the officers from 97 countries who had come to learn new strategies and techniques, and see an array of U.S. special operations technology.

The weeklong gathering offered a snapshot of how McRaven hopes to make elite military-to-military relationships the glue binding the global counterterrorism fight.

McRaven's proposed changes include allowing him to suggest sending his forces to an area where he perceives a growing threat, rather than waiting to be asked ? a process supported by his predecessor, now-retired Adm. Eric Olson.

"This is not at all about forcing or sneaking special operations forces into a geographic combatant command but instead accelerating a process of initiation...where special operations forces might be needed," Olson said in comments last month in Washington. He also noted that current rules can bar McRaven from speaking to his special operations commanders in the field without the permission of the regional U.S. military commander.

Other proposed changes involve loosening some bureaucratic restrictions like the one that only allows U.S. special operations forces to work with defense forces in a given country, while foreign elite units often work for a country's Interior Ministry, McRaven said.

McRaven said he also wants Congress to allow multiyear special operations assistance missions in places like Yemen, instead of approving them a year at a time, and also give his troops more authority to buy uniforms and supplies for troops overseas without going through the State Department aid system, which can add months to the process.

"Any use of this would require secretary of state approval," McRaven said. "We're not recommending anything that goes around the State Department."

Physicists have trapped and cooled exotic particles called excitons so effectively that they condensed and cohered to form a giant matter wave.

This feat will allow scientists to better study the physical properties of excitons, which exist only fleetingly yet offer promising applications as diverse as efficient harvesting of solar energy and ultrafast computing.

"The realization of the exciton condensate in a trap opens the opportunity to study this interesting state. Traps allow control of the condensate, providing a new way to study fundamental properties of light and matter," said Leonid Butov, professor of physics at the University of California, San Diego. A paper reporting his team's success was recently published in the scientific journal Nano Letters.

Excitons are composite particles made up of an electron and a "hole" left by a missing electron in a semiconductor. Created by light, these coupled pairs exist in nature. The formation and dynamics of excitons play a critical role in photosynthesis, for example.

Like other matter, excitons have a dual nature of both particle and wave, in a quantum mechanical view. The waves are usually unsynchronized, but when particles are cooled enough to condense, their waves synchronize and combine to form a giant matter wave, a state that others have observed for atoms.

Scientists can easily create excitons by shining light on a semiconductor, but in order for the excitons to condense they must be chilled before they recombine.

The key to the team's success was to separate the electrons far enough from their holes so that excitons could last long enough for the scientists to cool them into a condensate. They accomplished this by creating structures called "coupled quantum wells" that separate electrons from holes in different layers of alloys made of gallium, arsenic and aluminum.

Then they set an electrostatic trap made by a diamond-shaped electrode and chilled their special semiconducting material in an optical dilution refrigerator to as cold as 50 milli-Kelvin, just a fraction of a degree above absolute zero.

A laser focused on the surface of the material created excitons, which began to accumulate at the bottom of the trap as they cooled. Below 1 Kelvin, the entire cloud of excitons cohered to form a single matter wave, a signature of a state called a Bose-Einstein condensate.

Other scientists have seen whole atoms do this when confined in a trap and cooled, but this is the first time that scientists have seen subatomic particles form coherent matter waves in a trap.

Varying the size and depth of the trap will alter the coherent exciton state, providing this team, and others, the opportunity to study the properties of light and mater in a new way.
